The remarkable difference between the nuclear quadrupole frequencies {nu}{sub {ital Q}} of Cu(1) and Cu(2) in YBa{sub 2}Cu{sub 3}O{sub 6} and YBa{sub 2}Cu{sub 3}O{sub 7} is analyzed. We calculate the ionic contribution to the electric field gradients and estimate, by using experimental results for Cu{sub 2}O and La{sub 2}CuO{sub 4}, the contribution of the {ital d} valence electrons. Thus, we determine {nu}{sub {ital Q}1}, {nu}{sub {ital Q}2}, and the asymmetry parameter {eta} for YBa{sub 2}Cu{sub 3}O{sub 6} and YBa{sub 2}Cu{sub 3}O{sub 7}. The number of holes in the Cu-O planes and chains is found to be important for the different behavior of {nu}{sub {ital Q}1} and {nu}{sub {ital Q}2}.
