A new gas oil hydrodesulfurization unit will be installed at Fos-sur-Mer by Esso S.A.F. to meet the requirements of the new government specifications for diesel fuels and home heating oils, which limit their sulfur content to 0.3% by wt after 4/1/80 (it is now 0.5%). Esso has decided to raise the capacity of its Fos refinery for the desulfurization of petroleum fractions from 3700 to 6900 tons/stream day by installing a new 3200 ton/stream day catalytic treating unit, together with new gas treating units. The off-gases from these units, with a high hydrogen sulfide content, will be treated in a new 85 ton/stream day Claus sulfur-recovery unit. Sulfur dioxide emissions from the refinery will not change with startup of the new units, but will remain below 24 tons/normal stream day. The detailed study and design of this project have been awarded to Foster Wheeler Francaise. The cost of the project will be about 200 million francs, and startup is expected by Feb. 1980.
