French refining industry makes changes. adaptation and optimization (in French)

To meet the requirement for 0.3% max sulfur in diesel fuels, four French refiners have ordered new hydrodesulfurization units. In Sept. 1978, Esso S.A.F. decided to raise the distillate desulfurization capacity of its Fos-sur-Mer refinery from 3700 to 6900 tons/day by installing a new catalytic treating unit and gas-treating units. Foster Wheeler Francaise will engineer the 200 million franc project. Technip will install a 2000 ton/day gas oil catalytic hydrodesulfurization unit at Notre-Dame-de-Granvenchon for Mobil Oil Francaise S.A. and two 4000 ton/day hydrodesulfurization units to start up in early 1980, for the Compagnie Francaise de Raffinage: one in the Normandy refinery at Gonfreville l'Orcher and one in the Provence refinery at La Mede, each with a 100 ton/day sulfur-recovery unit. Technip will also install a new 2500 ton/day hydrodesulfurization unit for the Societe Francaise des Petroles BP at Lavera, where BP plans to convert one distillation unit into a Visbreaker. This move will reduce the refinery's distillation capacity from 3 million to 1 million tons/yr. The economic effects of the new sulfur requirements combined with the current European refining overcapacity are discussed, as exemplified by the Total group's 6.5 million ton/yr Flushing, Neth., refinery.
