The objective is to review the extensive material that has been written on the economics of nonfuel minerals to deal with the central problem of how best to ensure an adequate supply of nonfuel minerals for the world economy over the next two decades or so. This is approached in the context of certain political realities, namely, the continued and perhaps increasing role of governments in nonfuel minerals production, both directly as producers or partners in joint ventures with private enterprise, or as promulgators of laws and regulations that have a heavy impact on exploration, investment and production decisions. The major purpose of this study is not to lament or condemn the trend toward increasing governmental participation in the development of mineral resources. Instead, some of the ways by which the unique resources of international mining companies can continue to be made available to developing countries are explored. This examination considers both foreign equity investment and other means of obtaining capital, technology, skills, and management. While avoiding the conclusion that only international mining enterprises are capable of ensuring adequate supplies of nonfuel minerals, this study brings out clearly the special contributions that they and foreign equity investment can bring to the development of nonfuel minerals resources in the Third World. The analysis of the conflicts that arise between foreign private investors and developing countries is based on an examination of a considerable number of past and recent mine development agreements.
