The House Appropriations Committee report provides supplemental explanations and analyses based on committee hearings and activities for the 1987 administration's budget request of $15.5 billion to cover civilian projects of the Corps of Engineers, and programs of the Bureau of Reclamation, DOE, and independent agencies. The request calls for reductions in specific programs as well as percentage reductions for unspecified programs and activities. The report calls attention to the distinction between operating expenses, which account for $11.4 billion of the budget, and capital and construction expenses of $4 billion. Estimated employment figures of 255,692 for the projects also reflect the drop in funding. Employment was 268,054 in 1985 and 258,797 in 1986.
