The House Appropriations Committee report on H.R. 2959 recommends a total of $15.27 billion for water and energy projects of the Corps of Engineers, Departments of the Interior and Energy, and for independent agencies. The total is $7 million less than 1986 budget estimates and $217 million less than 1985 appropriations to date despite congressional recognition that public work projects are important to the nation's economy and level of employment.
