Two days of hearings on H.R. 3177 include testimony from utilities, manufacturers, and regulators, as well as representatives of the Bonneville Power Administration (BPA). At issue was BPA's need to raise revenue to make up for the failure to sell bonds to finance nuclear plants and the General Accounting Office finding that BPA's accounting procedures are faulty. The legislation calls for an independent review of revenue needs in addition to the traditional compilation of record as a basis for rate increases. Witnesses described the relationship of and the importance of the direct service industries to BPA and raised questions of possible abuse on the part of BPA policies.
