This amendment to the Outer Continental Shelf Lands Act would authorize competitive oil and gas leasing and development on the Arctic National Wildlife Refuge in a manner consistent with protection of the environment. The amendment include the Gulf of Mexico and lower Mississippi River into the Lands Act. The offshore oil pollution compensation fund, containing an oil pollution account and a wetlands protection, restoration, and enhancement account, is increased. The inspection of oil spill prevention and containment equipment for the outer continental shelf; oil spill contingency planning; vessel design and spill prevention; impact on state law or on liability under other law; penalties; and cooperative development of common hydrocarbon-bearing areas are addressed in separate sections of this amendment.
