Senate bill 950 would amend the Outer Continental Shelf Lands Act Amendments of 1978 by establishing a research and development center to conduct and support research, development, testing, and training in the best available techniques, equipment, and materials to prevent, contain, remove, recover, and clean up oil spills in the navigable waters of the US by oil tankers transporting oil. In order to restore and enhance areas affected by an oil spill, a Coastal Zone Restoration and Enhancement Fund is established. A one cent per barrel fee would be collected on each barrel of refined petroleum product refined in, or imported into, the US for deposit into this fund.
