Title: S. 986: A Bill to require Federal review and approval of oil discharge contingency plans, and for other purposes. Introduced in the Senate of the United States, One Hundred First Congress, First Session, May 12, 1989

Book ·
OSTI ID:5340167

This bill would amend the Federal Water Pollution Control Act to empower the President to determine areas for which a oil or hazardous material discharge contingency plan is necessary and to require terminal operators, vessel operators, and other parties directly involved in the transport of oil or hazardous materials to prepare a contingency plan and to submit this plan for approval to the President on a periodic basis. In the event of a discharge, the President is responsible for seeing that the removal plan is implemented and for requiring any changes as he may determine to be necessary. The President can deny entry to any port to any vessel or deny movement of substances through any terminal facility, if the vessel or facility operators do not have a current and approved contingency plan in effect.
