Senate bill 694 would extend the authority for the strategic petroleum reserve from June 30, 1989 to June 30, 1994. It would also expand plans for the storage of one billion barrels of oil, up from three-quarters of a billion barrels. If supply disruption is imminent or the world price has increased substantially, the President has been given the authority to suspend or curtail the execution of new contracts for petroleum products for injection into the strategic petroleum reserve. Duties which fall on the Secretary of Energy relating to long-term leasing of crude oil and storage facilities are described.
