We study an equilibrium vortex lattice with the thermodynamically most favorable as well as with an arbitrary number, of Onsager--Feynman vortices, and determine the equilibrium vortex distribution, size of the irrotational region, and the region of stability of the lattice. It is proved that from the thermodynamic viewpoint, the most favorable equilibrium lattice with respect to the normal component of He II is the Onsager--Feynman vortex condensate. We discuss the first-order phase transition from the equilibrium vortex-free rotation of He II to an equilibrium rotation with vortices.
