Manpower in energy related activities: a summary and review of recent studies

Encouraging individuals and groups in the private and public sector to produce and use energy resources wisely and efficiently is an important objective of public policy, as described in The National Energy Policy Plan of 1981. To achieve this objective, a highly trained and motivated pool of engineers, scientists, technicians, and other workers must be available for research and development, teaching, exploration, production, and other activities. The first section of this report provides an overview of current energy trends, national energy policies, and the employment response of workers in a variety of critical fields. In the second section, eleven recent studies of the supply of and demand for energy-related manpower are summarized and reviewed. These studies address a wide range of questions concerning current and future levels of employment, and potential shortages of workers, in various energy sectors.
