The collection and disposal of solid waste is primarily the function of state, regional and local agencies, but the problems of waste disposal as set forth have become a matter national in scope and in concern and necessitate federal action. This bill was introduced into the US Senate on March 22, 1991 to amend the Solid Waste Disposal Act to provide for state management of solid waste; and to reduce and regulate the interstate transportation of solid wastes. Individual sections focus on the following: objectives and national policy; state solid waste management plans; and authority of states to control interstate shipment of solid waste.
