Environmental assessment of energy conservation opportunities in commercial-sector facilities in the Pacific Northwest

The Pacific Northwest Electric Power Planning and Conservation Act (Public Law 96-501) authorizes Bonneville Power Administration (BPA) to invest in cost-effective energy conservation measures and renewable sources of energy, to help ensure that the Pacific Northwest will have an adequate supply of electricity in coming years. For this reason, BPA is developing programs to promote conservation in the service areas of the utilities that are firm power requirements customers of this Agency. One such program is intended to promote conservation in commercial buildings and is the focus of this assessment.
