An analysis of recent free-electron laser experiments in combined wiggler and strong axial magnetic fields shows that near resonance, ..cap omega../sub parallel/ = k/sub w/v/sub parallel/, the proximity of the cyclotron maser instability precludes an unambiguous identification of the radiation mechanism (..cap omega../sub parallel/ is the cyclotron frequency in the axial field, k/sub w/ is the wiggler wavenumber, and v/sub parallel/ the axial electron velocity).
