Electric utilities detail nuclear improvement programs

The electric utility industry's response to the Three Mile Island (TMI) accident was a prompt formation of the TMI Ad Hoc Nuclear Oversight Committee to coordinate industry input and form a liaison with the government inquiry. Several organizational changes were made and the organizational structure and accomplishments of these new industry groups are described. The Nuclear Safety Analysis Center (NSAC), the Institute of Nuclear Power Operations (INPO), a still unnamed mutual insurance entity, an Emergency Response Plan, and a public information program are the major areas of response. The industry concurs with the Kemeny Commission's emphasis on safety planning and the need to re-examine the safety attitudes that had relied too heavily on regulation as a safety guarantee. (DCK)
