Economic effects of air pollution externalities with a case study of the greenhouse industry in Southeastern Pennsylvania

The overall objective of this study is to develop a methodology to measure the private and social costs from air pollution vegetation effects, i.e., the money equivalent of air pollution damages that are incurred rather than prevented, and therefore the benefits which would result from air pollution control. Specific objectives of this study are: (1) to review pertinent aspects of welfare economic theory and the concept of externalities as they relate to air pollution problems; (2) to analyze alternative techniques and methods of measuring air pollution damages to vegetation; (3) to develop a general methodology for measuring the economic impacts of air pollution with specific application to vegetation effects; and (4) to apply this methodology to measure air pollution economic effects to commercial greenhouse crop production at the air-basin level in five countries in Southeastern Pennsylvania.
