1985 construction costs keep pace
Oil-pipeline construction costs for fourth quarter 1985 and thus for the entire year, as measured by the OGJ-Morgan Pipeline Cost Index, continued the moderated escalation evident earlier in the year and in 1984. A significant factor in this moderation was the relatively low cost of borrowing construction funds. These rates remained stable as the threat of interest rates' creeping back up failed to materialize in the year's final quarter. Rates on various loan instruments were their lowest in years. The composite cost index for building oil pipelines showed an increase of 1.36% during fourth quarter 1985 and a total increase of 2.75% for the entire year. This increase is in line with 1984's pace (2.8%) and reflects continued stability in oil-pipeline construction costs.
