Indian oil and gas royalty payments: problems persist. Thirteenth report by the Committee on Government Operations, Ninety-Ninth Congress, First Session

As Indian tribes and individual Indian landowners have grown more dependent on mineral royalties as a major source of financial support, problems with timely and accurate collection and distribution of royalty payments creates hardships. A House investigation and hearing on the Department of the Interior (DOI) handling of oil and gas payments focused on payments to allottees, and was prompted by a large number of complaints in the Anadarko, Oklahoma area. Findings show that DOI has not implemented the 1982 Federal Oil and Gas Royalty Management Act requirement for a comprehensive royalty audit system or its enforcement powers under the Act. The report cites DOI's failure to carry out its trust responsibility and its concern that DOI's new management plan does not address the problems which the report identifies. The report concludes with 10 recommendations.
