The bill suspends the site selection process under the Nuclear Waste Policy Act of 1982, and calls for deliberations to develop new guidelines that will maximize public health and safety. The bases for revised guidelines shall include all relevant hydrological, oceanographic, and geologic considerations. The impetus for the bill was the Energy Secretary's postponement of the selection of a second site and the recent Soviet accident at Chernobyl.
