This bill was introduced into the US House of Representatives on May 15, 1991 to amend the Solid Waste Disposal Act. The purpose of this legislation is to regulate the export of solid waste from the United States to a foreign country by requiring that such exports be conducted in accordance with an international agreement and strict domestic regulation. These measures will ensure that the solid waste is managed in a manner to protect human health as well as the environment. The regulations must be no less strict than that required by the Solid Waste Disposal Act if the waste were managed in the United States. Individual sections discuss the following: waste export control; application of subtitle; requirements for export of solid waste; waste export permits; user fees; savings provision; and federal enforcement.
