Kraft pulp mills - background information for promulgated revisions to standards

As a result of the 4-year review of New Source Performance Standards (NSPS) for Kraft Pulp Mills, the Agency proposed revisions to the NSPS, which were promulgated on February 23, 1978, and requested public comments. The document summarizes the comments that were received and presents the Agency's response to those comments.
