VOC (volatile organic compound) emissions from volatile organic liquid storage tanks: Background information for promulgated standards

On July 23, 1984, the Environmental Protection Agency (EPA) proposed standards of performance for volatile organic liquid (VOL) storage vessels (including petroleum liquid storage vessels) (49 FR 29698) under authority of Section 111 of the Clean Air Act. Public comments were requested in the proposal in the Federal Register. A total of 15 comments from industry, 6 from trade associations, and 3 from governmental agencies were submitted during the comment period. The comments that were submitted, along with responses to these comments, are summarized in this document. The summary of comments and responses serves as the basis for the revisions made to the standards between proposal and promulgation.
