Study finds TOD rates beneficial to most customers

A Rand Corporation study of 10 utilities found that the benefits of time-of-day (TOD) electricity rates far outweigh the costs to customers, and project a $32 million saving versus a $2 million expenditure if TOD were used nationally. The study found a small business response to TOD, with certain industries showing more interest and four percent having reduced their peak loads by about 35%. Rand recommends a compulsory TOD rate for all large business customers, with smaller business encouraged to explore it. Metering costs make TOD uneconomical for residential customers except for those with total-electric houses. Social issues of how to allocate utility savings among ratepayers are not a top priority for commissions, but commissioners are reminded that American industry will be less competitive if rates are set to subsidize residential at the expense of industrial customers.
