The House Judiciary Committee recommends an amendment to H.R. 2092, which authorizes 1986 and 1987 appropriations under the Natural Gas Pipeline Safety Act of 1968 and the Hazardous Liquid Pipeline Safety Act of 1979. The committee's amendment would limit state and local power to impose ad valorem taxes on interstate gas transmission by allowing district courts to provide relief if there is more than a five per cent differential between assessed and market value.
