Lifeline electricity rates as an income-transfer device: comment

The authors question the supporting evidence given in an earlier paper by Burgess and Paglin (EAPA 7:4039). They suggest using the National Interim Energy Consumption Survey (NIECS) as an alternative base and present a new set of equations to validate the income elasticity of demand in the justification of lifeline rates. Burgess and Paglin reply, noting that Garbacz's study raises questions about a national requirement for lifeline rates. 4 references, 5 tables. (DCK)
