How electric rates are changing

The impact of the Public Utility Regulatory Policies Act of 1978 (PURPA) on rates will be substantial even though many reforms had been initiated before the act was passed. PURPA's requirement that rate standards reflect the cost of providing service will mean that utilities must prepare more cost studies and present more load data to support rate-increase requests. The elimination of declining block rates will affect the Tennessee Valley Authority, which is holding hearings to discuss alternatives. Other PURPA standards affecting the cost of services are time-of-day rates, load management, and lifeline rates. National trends are shown to have flattened the national average residential rate and the weighted average bills for commercial and industrial users. The widespread use of fuel-adjustment clauses is responsible for some of the flattening. (DCK)
