Road map to Title I of the Public Utility Regulatory Policies Act of 1978

Within the next two years all electric utilities retailing over 500 million kilowatts per year will be forced into rate-making proceedings or public hearings to meet the requirements of Title I of the Public Utility Regulatory Policies Act of 1978. In these proceedings they will be required to consider the application of Federal requirements for lifeline rates, class rates based on cost of service, declining block rates, time-of-day rates, seasonal rates, interruptible rates, load management techniques, prohibitions on master metering, restrictions on use of automatic adjustment clauses, provision of consumer information, termination procedures, and restrictions on advertising. The act has immediate, significant implications for electric utility management.
