California approves terminal site for Alaskan oil

Standard Oil Co. (Ohio) (Sohio) has won approval from California's South Coast Air Quality Management District (SCAQMD) to build a $500 million tanker terminal at Long Beach. The terminal would receive crude from Valdez, Alaska, and then pump the oil more than 1000 mi to Midland, Tex., through a pipeline consisting mostly of existing gas lines. According to T. Quinn (Calif. Air Resources Board), Sohio would have to spend about $100 million to meet the cost of SCAQMD's offset requirements. These include offsetting its annual emissions of organics by a 7.2:1 ratio and emissions of all other pollutants by 2:1. Sohio will also have to charge all tanker emissions (even those from vessels it does not operate) from Point Conception to Long Beach in computing the tradeoff, and bear responsibility for pollution arising from the electricity necessary to run pumps and other equipment.
