Are America's electric utilities being railroaded
Improved financial conditions no longer warrant treating the railroads as a depressed industry (as directed by the Staggers Rail Act), but the Interstate Commerce Commission (ICC) is now erecting new regulatory barriers that will no longer balance the needs of captive shippers and consumers with those of monopoly carriers. The ICC defends its policy of increasing the railroad's freedom to raise rates on captive coal traffic on the grounds that rail revenues are too small even though outside assessments differ according to accounting methods used. The author argues that rail rates should bear the same scrutiny as utilities, that price increases should be shared by all rail customers, and the ICC should enforce the Long-Cannon amendment establishing criteria for rate increases. 22 references, 6 figures.
