The Central Committee of the Communist Party of the Soviet Union and the Council of Ministers of the USSR noted (in a decision entitled ''Measures related to accelerating scientific-industrial progress in the national economy'') that, because the Party has paid steady, close attention to the development of science and technology, the Soviet Union has made progressive gains and has become a powerful industrial state which has a powerful scientific-industrial potential available. The scales on which the benefits of science and industry are used in the Soviet Union's economy have increased considerably consistent with the course of action worked out by the 25th and 26th Congresses of the Communist Party, which course of action had to do with the comprehensive intensification of production by the society.
