The resistance, internal friction and Young's modulus of the high {ital T}{sub {ital c}} superconductor YBa{sub 2}Cu{sub 3}O{sub 7{minus}{delta}} were measured {ital in} {ital situ} in 80--300 K. Two obvious peaks of internal friction were observed near {ital T}{sub {ital c}}. On account of the character of the peaks, it is suggested that these two peaks are associated with the electronic relaxation between Cu{sup 3+} and Cu{sup 2+}. The peak and anomalies of Young's modulus observed in the range between 160 K and 280 K may be related to the adjustment of the deficiency of oxygen.
