UF insulation use threatens to block school's opening

Parent protests and threats of legal action may make it impossible for a $3 million elementary school in Richmond, VA to open unless the school board removes the urea formaldehyde (UF) foam insulation. Removal will cost $750,000 and jeopardize structural stability. A federal ban against the use of UF in schools and residences after August 1, 1982 prompted the protest. Unaware that UF was included in the specifications, the board halted its installation only after 90% had been applied. Parents rejected a board proposal to measure formaldehyde gas levels and take corrective measures to minimize the hazard. Those manufacturing and installing UF claim the problem lies with the Consumer Product Safety Commission rather than any hazard with the product. Two Parent Teacher Associations are spearheading the drive for removal of the foam. (DCK)
