A General Electric Co. program, sponsored by the Electric Power Research Institute, to develop ultra-high-temperature water-cooled turbine technology, led to the design of a turbine with a heat rate of 7175 Btu/kW-hr (high heating value) in a combined cycle, significantly lower than those of an advanced air-cooled turbine in a combined cycle, a coal-fired steam plant, or an advanced coal-fired steam plant. When used in conjunction with a coal-gasification plant, the water-cooled high-thermal-efficiency turbine has a heat rate of 8420 Btu/kW-hr, considerably less than even the advanced coal-fired steam plant. The low metal temperature of the water-cooled turbine provides wide flexibility in the choice of fuels, including those containing highly corrosive materials (coal or residual oil), which reduces the cost and energy associated with fuel-treatment facilities. The design and operation of the ultra-high-temperature water-cooled gas turbine are described in detail.
