Environmental evaluation of electric generating plant life extension for a midwestern utility

The Consumers Power Company project, Strategy Determination of Fossil Plant Life Extension, is the only project in the EPRI program to develop a system-wide assessment of life extension as a case study. The program flow for the project is shown, with boxes identifying principle tasks and milestones. The assessment includes 15 coal-fired units and 2 oil-fired units with current retirement dates ranging from 1992 to 2016. All of the coal units burn low sulfur coal except two, which will be converted to low sulfur coal in 1988 and none are equipped with sulfur removal equipment.
