Rapid growth in Florida has threatened its principal asset, the environment, and has generated policies to protect the natural resources and beauty. The state legislature has responded by enacting pollution laws and requiring better land-use planning, as authorized by the Department of Environmental Regulation (DER). A review of regulations dealing with water resources, water quality, land use, and power plant siting shows how much progress has been made and reveals how much remains to be done. Questions of who pays the costs for a higher quality of life must be answered in order to answer those who challenge environmental improvements. (DCK)
