The central focus of this book is the way in which people who share common aspirations and modes of political action deal with basic geographic disparities among places in resource endowment. Spatial differences in location, climate, water, soil, and minerals are inherent in any landscape. And because resources are defined jointly by their unique physical characteristics and the economic and technological conditions of their first use, the boundaries are shifting. The book deals with the nature and importance of regional conflicts, the record of attempts to deal with them, and the prospect for national policies that would respond to such conflicts more constructively.
