Recommendations for remedial actions either through legislative and/or regulatory amendment or by directed agency action are given for three areas of study: delays in issuance of noncompetitive leases; drilling permit delays; and casual use, burdensome and discriminatory treatment of lessees. Other subjects considered resolved through other avenues were: force majeure clause in the lease agreement; assessment of geothermal resources on Indian Lands; steam price review; redefinition of KGRA and reclassification of noncompetitive lease tracts; limitation of the Secretary of Interior's discretion to readjust lease terms and conditions; royalty rebate; and royalty reduction contingencies.
