A discussion of the pros and cons of the strategic defense initiative (SDI) debate considers some of the policy alternatives that the US might consider. The best hope is for a policy debate that addresses the overlap between anti-satellite weapons (ASATs) and ballistic missile defense (BMD), while respecting the basic differences between their roles in military security. A theme that underlies many of these alternatives is the desirability, perhaps even the necessity, of exploring with the Soviet Union further measures for avoiding war and the possibility of devising mutually useful ways to enhance each nation's security.
