  • A Workshop sponsored by the Strategic Environmental Research and Development Program (SERDP) and EPA was convened in Boulder, Colorado to discuss regulations and procedures that do apply to OB-OD and to discuss potential problems and solutions regarding these methods of destruction. Workshop participants endorsed an enhanced Gaussian puff model using local, recent meteorological input data from a mobile atmospheric observing platform (MAOP), and the characteristics of the model and the observing system comprised the major recommendations of the Workshop. The Workshop emphasized the urgent need for a more accurate characterization of the source, including the amount and nature of materialsmore » released, and spatial distribution fo the material, the heat released, the noise created, and other relevant quantities. Participants also discussed emerging technologies and capabilities that may be available during the next 3 to 5 years, that could facilitate greatly the ability to address the OB/OD problem.« less
  • The Coupled Cluster Theory Electron Correlation Workshop `Fifty Years of the Correlation Problem` was held at Cedar Key, Florida, from June 15-19, 1997, to recognize the essential developments for one of the dominant topics in the quantum theory of atoms, molecules, and solids. The instantaneous Coloumbic interactions among electrons that correlate their motion (the electron correlation problem) has been the focal point of ab initio quantum chemistry and physics for many years. Only with the proper inclusion of electron correlation in approximate solutions of the Schroedinger (or Dirac-Fock) equation is it possible to provide predictive accuracy for most properties ofmore » atoms and molecules. Such quantities include energetics (involving multiplets, dissociation pathways, and activation barriers), excited states and first- and second-order properties (like moments, field, gradients, polarizabilitles, and magnetic susceptibilities), and vibrational, electronic, EPR and NMR spectra, among others.« less
  • Since the advent of the petroleum crisis in the mid-seventies, with its escalating fuel-oil prices, coal production has shown a substantial increase. Worldwide coal reserves are large, and the technology exists to exploit these reserves. Andean countries, especially Peru, are known to have significant underutilized coal reserves, which could prove socially and economically attractive for energy policy and planning and for long-term self-sufficiency. At present, many industrial operations and electric-generating facilities in Bolivia, Ecuador, and Peru are dependent on fuel-oil from diminishing domestic reserves or from imports. With current prices of coal generally about half those for residual petroleum fuelsmore » (based on energy content), the potential exists for exploitation of Andean coal as an alternative to petroleum fuels. Greater use of coal resources would help meet the demand for increased energy needed to improve living standards and for increased industrialization in the area.« less
