Field hearings were held in Portland, Oregon and Seattle, Washington to obtain public comment on the Bonneville Power Administration (BPA) and two bills that would amend BPA's procedures. The bills are a response to concerns that BPA has not made a full commitment to carrying out the plans of the regional council as required by the Northwest Electric Power Planning and Conservation Act. The testimony of 36 witnesses included representatives of regional planning councils, local governments, consumers, utility districts, home builders, conservation groups, and others. Their testimony and additional statements and reports submitted for the record follow the texts of H.R. 2098 and H.R. 3177. (DCK)
