Oil terminal clears major pollution hurdles

Most of the emission trade-off problems holding up construction of Standard Oil Co. (Ohio)'s $500 million crude oil terminal at Long Beach, Calif., appear to have been resolved, according to T. Quinn (Calif. Air Resources Board). The project was stalled when Standard and California officials were unable to agree on pollution abatement. A major problem was a condition that Standard purchase an experimental scrubber for flue gas desulfurization tests at the Southern California Edison Co. oil-burning power plant in the Long Beach area. Pollution regulations for crude oil tankers are currently being revised by the U.S. Coast Guard. Shipping oil east through a pipeline now being used to bring natural gas from Texas is still to be resolved.
