Public perceptions of the energy problem

A wide range of public perceptions and attitudes has hampered efforts to pass energy legislation. Public-opinion polls show a consensus only on the need to keep energy prices down and the recognition that the problems are serious. Concerns range from doomsday fears to brushing the problem aside as bureaucratic ineptitude. The polls generally reveal widespread misinformation and ignorance. Opinions on the National Energy Plan reflect the degree of personal impact anticipated, with lower-income groups more opposed to economic disincentives than affluent groups. Several polls taken during 1977 are compared and evaluated in terms of their usefulness and the changes they reflect.
