Rio Blanco Project

The Rio Blanco Shale Oil Company is a general partnership of Gulf Oil Corporation and Standard Oil Company (Indiana), formed to develop the oil shale resource on a 5.100-acre tract leased from the Department of the Interior in 1974 as part of Federal Prototype Oil Shale Leasing Program. The bid a total of $210,305.600 to obtain development on the first lease offered, designated as Tract C-a, located in Rio Blanco County in northwestern Colorado. The Environmental Impact Statement prepared by the federal government prior to the inaugration of the leasing program suggested that open pit mining and surface processing of the oil shale would be an appropriate method of development for Tract C-a. Initial plans were made along those lines, but various complications, primarily legal complications involving necessary additional federal land for waste disposal, forced a change of direction. Current plans are to develop a technology known as ''modified in situ (MIS)'' to test its commercial feasibility.
