Cut-rate deals for big business

Utilities in several states are trying to overcome sluggish sales by offering discounts of up to 15% to large users who draw on idle generating capacity. Consumer advocates say this discriminates against small users and defeats conservation efforts. The two-year trend began with incentives to specific industries, but has spread to offering industrial rates to direct-service companies on the grounds that the utilities are helping to create jobs. Consumers argue that industry is benefiting from the utility overexpansion that it promoted and that preferential treatment is polarizing residential and industrial ratepayers.
