The energy problems of less developed countries (LDCs) are complicated by wide discrepancies in technological development and domestic resources. A consensus was reached at a March 18 to 20, 1980 workshop held at Stanford University that the LDCs will face new problems with the latest oil-price increases, and that the US can help the most by reducing its own imports and allowing the market to reflect true costs. A less energy-intensive economy and the flexibility to substitute other fuels or labor give LDCs a larger purchasing power than simple comparisons with developed countries would indicate. However, there will be negative impacts, which speakers identified as debt-service problems, the controversy over centralized or decentralized energy systems, the effects of conservation and renewable resources on economic development, and the strain of maintaining international stability and peace.
