Anarchy of policy-making toward less developed countries

A comprehensive policy is needed to cope with the changes called for by the less-developed countries (LDCs), who want better and more stable prices for their exported commodities, preferential treatment for their exported products, better resource transfer arrangements with industrialized countries, and relief from their debts. Since World War II, U.S. economic policy has been perceived as resistant to change and persistently arguing in favor of stability rather than initiative. Recommendations are presented for moving the Development Coordination Committee (DCC), headed by the Secretary of State, into the State Department to provide a louder voice for developing countries in policy decisions. The administrator of the Agency for International Development (AID) would serve as executive director and represent the DCC on other coordinating policy boards to forcefully and coherently explain how policy decisions will affect the LDCs. Strong personalities with well-placed bureaucratic influence could offset some of the traditional negative attitudes. (DCK)
