H. R. 272: This Act may be cited as the Public Housing Energy Conservation Act, introduced in the House of Representatives, One Hundred Second Congress, First Session, January 3, 1991
This bill would require the Secretary of Housing and Urban Development to establish energy conservation standards for public housing projects and to carry out a program to demonstrate the effectiveness of energy conservation measures in public housing projects. Energy conservation measures are defined as: caulking and weatherstripping; furnace efficiency modifications; clock thermostats; ceiling, attic, wall, and floor insulation; water heater insulation; storm windows and doors, multiglazed windows and doors, heat-absorbing or heat-reflective windows and doors; devices associated with load management techniques; devices to utilize solar energy or wind power; replacement of incandescent lighting with higher efficiency lighting; district heating; and cogeneration.
