Each year the United States buries more than 200,000,000 tons of trash, and by 1993, one-third of the landfills remaining will be shut down. Therefore, in order to manage the solid waste remaining after reduction techniques are used, a high level of recycling waste at the local level will need to be required in the future. A program of grants to support research and development of new recycling techniques, including development of markets for recycled products, would help meet recycling goals and reduce the amount of waste that must be disposed of. H.R.828 was introduced into the US House of Representatives on February 5, 1991 to amend the Solid Waste Disposal Act to authorize federal grants for the development of innovative recycling techniques.
